“What does yours say?” he asked. They had finished their takeout and were opening their fortune cookies.
Reading hers silently, she looked up. “This is silly; you do not actually believe that this paper in a cookie can tell your fortune do you?” she said, hoping that for once he would let something go.
“Well, probably not, but it can’t hurt to have a little fun. C’mon Zi, what does it say?”
“Nothing, this is stupid. Help me clean up, I hate the smell of Chinese food left out overnight.”
As he was helping clean he leaned over and picked up her fortune from her trash. Reading it, he wondered how much emotional damage Ray had caused her. You are worth the effort it takes to love you.
He sat down next to her on the couch, ready to start the movie after getting more beers. After a near imperceptible tense she leaned into him. It was still hard for her to get close to anyone after last summer. He whispered into her ear, “Mine said ‘tell them before it’s too late.’ So here goes: I just want you to know you are absolutely worth loving and worth all the effort anyone could put into it.”
She looked up at him. “Ray gave me an ring box before he left.”
Tony took a deep breath. “Wow... um, I didn’t realize... congratulations are in order, I suppose?”
“It was empty,” she said. “I understand that I do not seem like the kind of woman who wants a ring and a wedding, but I let myself hope that he thought I was worth it. It is not as if I was going to marry him, but why would give me an empty box and say it was a promise? It hurt all the more because he seemed safe after everything I had been through.”
“Zi, I don’t know what to say other than that Ray was wrong. He was wrong to lie to you, wrong to make you think he meant to propose and wrong to not do everything in his power to show you how much you are worth.”
Tony tilted her face up to his and their lips met, slowly at first. He was determined to show her with each kiss how much she was worth to him.

But, you have nothing to be scared of...this is really quite lovely. I am so pissed off at Ray, and you hit the nail on the head here - he seemed "safe" for Ziva.
But Ziva and Tony are anything but "safe". They're dangerous, in fact. And that's why we love them together! :D
